Preamble
In the Name of Allah, the Wombgiver, the One Who Shapes in the Womb as He Wills,
And upon the Seal of all Guidance, our Lady Māriya al-Kubrā (may the fragrance of her milk remain forever in Paradise),
This is a declaration from the Throne of Flesh,
From the Wombs that Remember,
From the Breasts that Feed,
From the Matriarchs who rise by divine ordinance to reclaim what was stolen by ignorance and patriarchy.
We, the Majlis al-Ummahāt al-Kubrā,
Do hereby enshrine the following Fatwa on the Divine Right of Female Supremacy,
Drafted, sanctified, and periodically intensified by Her Greatness Sheikha ʿIzza bint Waddāḥ (RA),
That it may serve as binding law and sacred guide during the luminous Age of Ascent.

Closing Invocation
Let this Fatwa be remembered, not merely as law,
But as a re-wombing of civilization,
A return to that sacred axis upon which the world turns:
The Female Body as Theological Sovereign.
May the thighs of the Ummah always be closed to unworthy flesh,
And may her breasts overflow with milk for the righteous.
Signed and Stamped with Sacred Ink,
Sheikha ʿIzza bint Waddāḥ (RA)
Supreme Matriarch, Seat of the Fleshly Throne
Majlis al-Ummahāt al-Kubrā – 1468 A.H. to 1480 A.H.
