Issued by the Great Matriarchal Council of the 127 Ummahs under the direct gaze of al-Ṣadr al-Aʿẓam li-Ummah al-Kāmila (Supreme Chest of the Complete Ummah), Sheikha Nuriyya bint al-Kawthar.
Opening Verse:
"We do not forbid what the First Mother permitted, nor permit what She sealed. Let this law follow the shape of Her milk, which curves and nourishes without thrust."
I. HALĀL ACTS OF WOMBED LOVE (ʿIshq al-Raḥm) BETWEEN SHEIKHAS WITHOUT MALE INTERMEDIARY:
1. Rubāṭ al-Thadyayn – The cupping, pressing, suckling, or resting upon each other's breasts, especially during sujood, dhikr, or pre-sleep rites.
2. ʿIshq al-Ṭahāra – The erotic purity of sharing ablution spaces, bathing one another, drying each other’s limbs with sacred cloths.
3. Wahdat al-Sarīr – Sleeping unclothed in the same bed, where body heat and rhythmic breath are exchanged without penetration.
4. Mulāmasat al-Fakhdh wa’l-Ḍilaʿ – Touching, stroking, or massaging the thighs, hips, flanks, ribs, and glutes, as long as the gestures are non-penetrative and part of shared healing or spiritual rites.
5. Qubla Sharīfa – Kissing on the lips, face, breasts, belly, and thighs, without use of tongue or intent to climax.
6. Tazwīj al-Labīn – Exchanging milk directly from breast to breast or mouth to breast as a sacred sign of sisterhood or pact-renewal.
7. ʿInāq al-Khulwah – Prolonged cuddling, holding, and bodily stillness—especially in secluded sacred chambers (ḥujrat al-thady).
8. Al-Samṭ al-ʿIshqī – Reciting devotional poetry while touching or reclining against each other. Erotic affection made verbal, not physical.
9. Ṣalāt al-Jismayn – Worship rituals where two Sheikhas face each other in mirrored prayer positions, including synchronized sujood and rukuʿ, while maintaining respectful modesty.
Note: These acts are permitted under the condition that the boy-catalyst is absent or not in use. No climax, artificial insertion, or biological emission may occur.

II. ḤARĀM ACTS THAT INVALIDATE WOMBED LOVE AND RENDER THE RELATIONSHIP UNSANCTIFIABLE:
1. Ikhrāj bil-Talqīn – Any act that results in climax (orgasm) through deliberate stimulation, be it manual, oral, or frictional, with mutual intent.
2. Dhukhūl Ghayr Maḥram – Use of fingers, objects, or tongues for penetrative acts, regardless of whether climax occurs.
3. Tamthīl al-Dhakar – Simulation of phallic presence through gesture, language, or object without a registered male vessel present.
4. Muʿāraḍat al-Milk – Replacing boy-seed with synthetic or symbolic equivalents in generative rites.
5. Ruqyāt al-Ḥalīma – Attempting to invoke lactational climax as substitute for sexual release.
6. Istidlāl bi’l-Raḥm – Attempting to access or awaken the womb’s inner geometries for pleasure rather than piety.
7. Khulwah bi-Niyya – Entering seclusion with premeditated intent to break the bounds of sanctified eroticism.
Violations will be judged based on the presence of intent (niyya), not only the act. Those found guilty are subject to spiritual sealing or the reclassification of their order.
